It sounds like a delusional accusation, but hear me out:
Japan's government is well aware of the country's low infertility rate, so in order to combat it, they had to come up with a plan...
They hired various FBI agents and paid them to pose as mangakas who would create wholesome romantic fiction taking place in Japan exclusively.
Then, they're ordered to publish these

Japan's government is well aware of the existence of weaboos so they plan to use them for their country's benefit.
Once they read those stuff, they'll be convinced that Japan is paradise and fly all the way to Japan, claim Japanese citizenship and find a Japanese girl to make out with.
And so, the infertility rate will be reduced to atoms!
