No, he can't, because for a few legal reasons I'm not sure of, It's something along the lines of

Since it was on paypal, it is legally seen as a donation, and not as a microtransaction, no refunds need be carried out.

that too, most people did, but if over 1000 supporters ask for a refund, how many can physically be refunded?
