Why can't i make guilds anymore

I have created only one group so far but the limit is 15, i want to make guild more but it don't let me

is that limit for no astro, astro or astro plus?

You can be in 15 active guilds and if you crate a Guild and you are in 12 Guilds you can make 3 more and you will be at your limit of Guilds you can be in.
